The City of Orange appeals from the denial of its motion for summary judgment in an action brought by the estate and survivors of Elvida Jeanice Jordan, who died after being arrested and placed in the Orange County jail by police officers of the City of Orange. This interlocutory appeal is authorized by Tex. Civ. PRAc. & Rem.Code Ann. § 51.014(5) (Vernon 1986 & Supp.1996).
