Action for declaratory judgment. The trial court ruled against the plaintiff, and it appealed to the Supreme Court which transferred the case here on the ground that no constitutional issue gave it jurisdiction. See Community Fire Protection Dist. of St. Louis County v. Board of Education, Mo., 312 S.W.2d 75, 77.
