Delbert Heard, an Illinois inmate, claims in this lawsuit under 42 U.S.C. § 1983 that the defendants — Dr. Lewis Shicker, the medical director for the Department of Corrections; Wexford Health Sources, which contracts with the Department to provide medical care for inmates; and Dr. Andrew Tilden, a Wexford employee — violated the Eighth Amendment’s ban on cruel and unusual punishment by delaying surgery for a hernia.
