The plaintiffs, three Negro citizens of Lynchburg, Virginia, arid its environs, brought an “Omnibus suit” against certain named individuals 1 in the District Court seeking a declaratory judgment and temporary and permanent injunctions restraining the practice of racial segregation in all public facilities of Lynchburg.
