We granted the claimant’s and the employer’s cross petitions for discretionary review of the superior court’s affirmance of the award of the State Board of Workers’ Compensation in this case. On September 15, 1981, the claimant filed a claim for workers’ compensation benefits based on a change in condition. The board determined that the claimant was disabled as a result of a change in condition and awarded the claimant medical expenses and attorney fees. However, the board refused to award weekly benefits on the ground that the claimant had not filed his claim within two years…
