During the early morning hours of July 5, 1961, a disastrous fire broke out at the terminal of Crown Central Petroleum Corporation (Crown), located on the James River at Richmond, Virginia. At the time in question Tank Barge 104 (Barge), 1 with the Tug RAVEN (Tug) 2 alongside, was moored at the Crown dock discharging gasoline into Crown’s storage tanks ashore.
