Appellee, Paul G. Perkins, filed in the Circuit Court of Lamar County, in Equity, his petition or complaint for a declaratory decree to determine whether or not an alleged oral agreement he made with appellants was effective as general liability and workmen’s compensation insurance for the Town of Vernon, a party respondent. More details will appear in the opinion. The trial court, following decrees pro confesso against appellants (made parties respondent), entered a final decree purporting to grant relief.
