This is an appeal by the Franklin County Sheriffs Department from a judgment of the Franklin County Court of Common Pleas which affirmed two separate orders of the State Employment Relations Board ("SERB"). SERB had ordered the Franklin County Sheriffs Department to cease and desist from certain alleged unfair labor practices and to take certain affirmative action with respect to those charges.
