Karin Sherman appeals from an order of the Court of Common Pleas of Philadelphia County which granted the City of Philadelphia’s (City) motion for summary judgment, thereby dismissing her negligence claim against the City.

Sherman was injured on June 9, 1994, when she tripped and fell on a section of defective sidewalk and struck her head while walking in front of the City’s Fire Department Administration Building located at 240 Spring Garden Street.
