Before us is the first case that has reached this court requiring us to interpret several provisions of the Health-Care Assistance Reimbursement Act of 1984 (“the Act”). 1 The Act generally deals with the right of the District to recover the costs of health-care assistance from third parties who, by reason of tort or contract, would have been liable to the beneficiary for the costs had the beneficiary instead of the District paid the costs.
