Presently before the Court are defendants’ State Board of Education (“State Board”) and suburban predominantly white school districts motions for a stay of this Court’s January 9, 1978 secondary remedial decree 1 in this lengthy desegregation litigation. 2 The decree to which the stay motion is directed addressed the remedial issues of pupil assignment, governance of the reorganized district, ancillary relief and retention of jurisdiction.
