Walter G. Spotts was sentenced under K.S.A. 2006 Supp. 21-4643 after he pled no contest to two counts of rape for engaging in sexual intercourse with a 12-year-old girl in violation of K.S.A. 21-3502(a)(2), with each count an off-grid person felony. See K.S.A. 21-3502(c). On the first count, he was sentenced to life imprisonment without the possibility of parole for 620 months (51 years, 8 months). On the second count, he was sentenced to life imprisonment without the possibility of parole for 300 months (25 years). The district court ordered…
