This is a class action brought by Fred Gordon, doing business as Gordon Taxicab Company, for himself and as the representative of some 1,200 taxicab operators similarly situated and licensed by the State of Kentucky, against Ben J. Brumleve, Director of the Division of Motor Transportation, the Commissioner of Revenue, members of the Tax Commission, the Finance Commissioner and the Treasurer of the Commonwealth.
