Wilbert Frank Brown, the applicant for leave to appeal from a dismissal by the lower court of his petition for post conviction relief, was convicted of petty larceny on December 4, 1964 by Judge Albert H. Blum in the Southern Part of the Municipal Court of Baltimore City. The applicant was advised of his right to counsel, elected to proceed without counsel, and was advised of his right to appeal. An appeal to the Criminal Court of Baltimore was filed on December 12, 1964 and counsel was appointed by the court to represent the applicant on appeal. A plea of not guilty was entered on the…
