OPINION

CORNELIUS, Chief Justice.

Denton County Electric Cooperative appeals from a judgment affirming an order of the Public Utility Commission dismissing, for lack of jurisdiction, Denton’s petition to amend certificates of public conve nience and necessity. We will affirm the judgment.

Denton petitioned the Commission to amend certificates of public convenience and necessity previously issued to it and Texas Utilities for dual retail electric service in the City of Flower Mound.
