GOODWIN, District Judge:
This appeal presents the question of whether an action brought in federal district court pursuant to the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1400, et seq., by a party aggrieved by a state administrative agency decision is an original civil action or an appeal.
