This is an equity action brought by a taxpayer to challenge the constitutionality of chapter 255, Laws of the Sixty-second General Assembly, which appears as chapter 313A, Iowa Code Annotated. He also attacks the validity of certain proceedings under that chapter and seeks to enjoin the *578defendants from further action under its authority.
