In October 2007, appellants, Joseph De-Falco and twenty-one others named above, were residents with permission and pursuant to ongoing tenancies at Tower Mobile Home and R.V. Park, which is located in the City of Hallandale Beach, appellee herein. At that time, the City owned the mobile home park.
