This is an appeal from the Circuit Court of Cole County, the purpose of which is to have this court review the action of the Missouri Public Service Commission in prescribing maximum water rates.

The history of this litigation, as well as of appellant company, will be noticed presently in sufficient detail. Suffice it at this point to observe that appellant owns and operates the waterworks at Jefferson City, Missouri, which supply with water the city, the State Penitentiary and the Missouri Pacific Railroad at that place.
