ELDER, Judge.

Russell Stover Candies and TIG Premier Insurance Company (collectively employer) appeal a decision of the Workers’ Compensation Commission (commission) awarding disability compensation and medical benefits to Sarah R. Alexander (claimant) for an injury by accident which occurred on March 18,1996. On appeal, employer contends the commission erred (1) in interpreting Commission Rule 3.2 as directory rather than mandatory and, therefore, in not dismissing claimant’s appeal when she failed to file a written statement; and (2) in holding that credible evidence established that…
