In this interlocutory appeal, William Reeves challenges the trial court's denial of his motion to dismiss based on the Texas Citizens' Participation Act (TCPA).1 He specifically contends that the trial court improperly denied the motion on the grounds that it was filed to avoid discovery and to avoid contractual obligations. Our review of the record indicates that the trial court failed to analyze the motion on its merits under the framework required by the TCPA.
