MEMORANDUM ORDER
SCHWARTZ, District Judge.
Plaintiff Stanislawa Sulkowska (“plaintiff’) filed this action on June 11, 1999 pursuant to 42 U.S.C. § 1983 (“Section 1983”) and New York state law seeking compensatory and punitive damages arising out of her arrest and detention on June 12 and 13, 1998.
