Lisa Reed (“Ms. Reed”) and Allen Skeen (“Mr. Skeen”) (collectively “Respondents”) filed a “Petition for Incorporation of Village of Table Rock” with the County Commission of Stone County, Missouri (“the County Commission”).1 The County Commission denied Respondents’ petition and Respondents appealed the matter to the Circuit Court of Stone County, Missouri.
