WOLF, District Judge.
On August 9, 2013, Prime Steel Erecting, Inc.. (“Prime”) filed a complaint, against the Williams Building Company, Inc. (‘Williams”) and International Fidelity Insurance Company (“IFIC”). Prime alleged that Williams and IFIC owed Prime payment for work on a federal construction project. On October 4, 2013, Williams filed its first motion to stay the proceedings pending mediation and arbitration.
