SYNOPSIS
This litigation involves a dispute over the method by which the State of Hawai’i is currently providing Medicaid services to aged, blind, and disabled beneficiaries (“ABD beneficiaries”). Traditionally, states provided Medicaid benefits on a fee-for-service basis (“Medicaid FFS”).
