Susan Spencer lived with her natural mother from the time of her birth on June 6, 1966, until March 15, 1969. At that time, her mother, Phyllis B., having been abandoned by Susan’s father, took Susan and her three brothers to the 83rd Precinct in Brooklyn. Miss B. had given birth to four children in six years and found herself unable to cope with this overwhelming responsibility alone. She subsequently signed a voluntary commitment and the children were placed in foster care with the Commissioner of Social Services.
