Plaintiff Daniel Joe Price (“Plaintiff’ or “Price”) brought this civil rights action pursuant to 42 U.S.C. § 1983 alleging violations of his constitutional rights by several state and local law enforcement officers (collectively “Defendants”). The district court dismissed all of Price’s claims after applying Oklahoma’s two-year statute of limitations, Heck v. Humphrey, 512 U.S. 477, 114 S.Ct. 2364, 129 L.Ed.2d 383 (1994), and the Oklahoma Governmental Tort Claims Act (“OGT- CA”), Okla. Stat. tit. 51, § 153(B) (2000).
