Plaintiff and his wife are the owners of a lot fronting on Telegraph road in the city of Dearborn. In December, 1957, plaintiff filed an application with the department of public works of defendant city for a building permit covering the construction of a service garage on said lot. The application was denied for a number of stated reasons, including the claim on behalf of defendants that it was incomplete. Plaintiff did not seek review by the zoning board of appeals of the city.
