This appeal by Carl Kipp Olsen from summary judgments in favor of Appellees Officer Bradley J. King, Layton City and Davis County requires us to examine whether the district court properly shielded a police officer and two municipalities *1309from an obsessive-compulsive disorder sufferer’s 42 U.S.C. § 1983 claims.
