This appeal arises from the attempts of appellant, Interstate Independent Corporation (“Interstate”), to get zoning approval to operate an adult video arcade or, alternatively, a retail clothing and gift boutique on its property located in the village of Octa. Interstate complains that the administrative decisions denying approval were arbitrary and capricious.
