RESTANI, Judge:

This matter is before the court following a remand to the Department of Commerce (“Commerce”) in DuPont Teijin Films v. United States, 896 F.Supp.2d 1302 (CIT 2013). This action involves a challenge to Commerce’s final results in the second antidumping duty review of polyethylene terephthalate film, sheet, and strip (“PET film”) from the People’s Republic of China (“PRC”).
