OPINION AND ORDER

CRABB, District Judge.

This is a civil action for declaratory, monetary and injunctive relief brought pursuant to 42 U.S.C. § 1983 by plaintiff, an inmate at the Shelby Federal Correctional Institution in Memphis, Tennessee. (Although plaintiff is a federal inmate, he is suing state officials for actions taken against him before his federal conviction; therefore, it is proper for him to sue under § 1983).
