LYNCH, Circuit Judge.

During the course of a nationwide restructuring of the United States Department of Health and Human Services (HHS) in 1996, the Administration for Children and Families reorganized its ten regional offices into five major “hub” offices and adjunct offices. Although Boston has been affectionately referred to as the “Hub of the Universe,” the Boston field office lost out to larger urban centers and was not designated a hub office.
