|,Kaedon Steinert and his multiple trucking enterprises are appellants in this case. The Arkansas Workers’ Compensation Commission instituted an investigation of two of Steinert’s motor-carrier companies after the Commission received an anonymous phone call that the motor carriers were not providing workers’ compensation insurance for their truck drivers. As a result, Steinert’s two motor carriers were charged with violating Arkansas Workers’ Compensation Law and issued a $10,000 fine.
