The member was suspended for failing to pay the dues for the month of. December, 1919. This suspension took place on January 1, 1920. Fie failed also to pay the dues for the month of January, 1920. On February 2, 1920, while living in Charlotte, N. C., he mailed a letter to the clerk of the local camp in Columbia, of which he was a member, containing a money order for $2.62, -which he stated was for “2 months dues at old rates.” The local…
