The city of Somerville (city) appeals from a judgment entered by a judge of the Superior Court confirming an arbitration award in favor of the Somerville Municipal Employees Association (association). The judge ruled that the arbitrator did not exceed his authority when he found that the city had violated the collective bargaining agreement (CBA) with the association for failure to pay Lisa Ann Pefine out-of-grade pay.
