In this appeal, we consider whether a party to a dispute arising out of the terms of its contracts with the State of New Jersey may expand its contractual claims by amending its complaint rather than by complying with the notice of claim requirement of the Contractual Liability Act, N.J.S.A 59:13-1 to -10. Because permitting a party to do so would effectively create a means to bypass the notice requirement embodied in the statute governing contract claims against the State and because it would thwart the purposes that the notice requirement was designed to achieve, we conclude that contract…
