This is an appeal and cross-appeal of an award of attorneys’ fees in a civil rights action brought by residents of Section 8 housing in Lucas County, Ohio. Out of eight claims brought by each of three plaintiffs against each of three defendants, only one plaintiff (Fuller) succeeded on any claims at all: she won summary judgment and a permanent injunction on two claims against one defendant (Willis). All of the other claims either were dismissed or summary judgment was granted to the defendants. We conclude that Fuller was a prevailing party and…
