These are consolidated appeals from a decision of the Department of Community and Economic Development (Department) approving two bond guaranties adopted by the City of Lancaster (City). The guaranties are part of a financing agreement for the construction of the controversial Lancaster Convention Center/Hotel (Project or Overall Project). 1 April M.
