AMERIAN, J.
The City of Los and various of its elected officials in their capacity as taxpayers residing in the city (herein respondents) filed suit in 1974, naming as defendants County of Los Angeles and certain of its department heads and elected officials (herein appellants). Respondents sought declaratory relief and an injunction, challenging a practice utilized by the county.
