BISHOP, Judge.

The Montgomery County Department of Environmental Protection (the “DEP”) issued a notice of zoning violation (the “Notice”) to Appellant, Lawrence M. Levinson, M.D. (“Dr. Levinson”). Dr. Levinson filed a notice of appeal with Appellee, the Montgomery County Board of Appeals (the “Board”). The Board conducted an evidentiary hearing and affirmed the Notice. Dr. Levinson then filed an appeal to the Circuit Court for Montgomery County. Appellee, Montgomery County (the “County”), filed a motion to intervene.
