The focal question in this case is whether the statutes relating to the termination of parental rights, Wyo.Stat. §§ 14-2-101 to - 120 (1994), must be invoked in order to terminate the rights of a biological father instead of the statutory grounds provided in an adoption proceeding brought pursuant to Wyo.Stat. §§ 1-22-101 to -116 (1988).
