Richard Budd, now an Illinois state prisoner, alleges in this suit under 42 U.S.C. § 1983 that as a pretrial detainee he was subjected to unconstitutional conditions of confinement at the Edgar County Jail and that the sheriff was deliberately indifferent to his medical needs. After convening a video conference with Budd as an aid in screening his complaint, see 28 U.S.C. § 1915A, the district court dismissed the action for failure to state a claim.
