¶1 This is the saga of Harlee, the lost Pomeranian. His story raises questions about the nature of the property interest he represents and the political authority of animal protection agencies to sell or dispose of lost animals and, necessarily, the quality of the title to those animals these agencies can convey. There is evidence that Harlee was found in Spokane County but delivered, by the finder, to the city of Spokane animal shelter. The city shelter then adopted the dog out to the defendant.
