MEMORANDUM AND ORDER

GLASSER, District Judge:

By order to show cause, plaintiffs seek a temporary restraining order barring defendants from proceeding with the current timetable for candidate petitioning for qual ification for the party primary ballots for the New York City Council election until such time as the United States Department of Justice or a three-judge court of the United States District Court for the District of Columbia has approved the proposed districting plan pursuant to 42 U.S.C. § 1973c.
