ARMSTRONG, Judge.

Plaintiff, Ralph Caesar, appeals from a decision by the New Orleans City Civil Service Commission (the Commission) upholding his three-day suspension by the New Orleans Police Department (the Department). We now reverse.

Plaintiff is a New Orleans Police Officer classified as a Police Officer III with permanent status. He has been with the Department since May 1983. He was suspended for three days on March 18, 1990 for allegedly becoming involved in an altercation with the doorman of a Bourbon Street club while intoxicated.
