KAUGER, Justice.

The only issue presented is whether the Political Subdivision Tort Claims Act (Act), 51 O.S.Supp.1984 § 154(E), which limits the liability of a political subdivision to the percentage of total damages corresponding to its percentage of negligence, supersedes the general common law rule governing joint and several liability.
