Plaintiffs-appellants Jerrold Nadler, the Tribeca Community Association, and 67 Vestry Street Tenants Association (collectively “Plaintiffs”) appeal from a judgment entered October 4, 1995 in the United States District Court for the Southern District of New York, Michael B.
