This is an original proceeding brought by the proponents of an initiative petition for an amendment to the Constitution of the State of Colorado. In accordance with section 1-40-101(2), C.R.S. 1973 (1979 Supp.), the ballot title, submission clause and summary for the proposed initiative petition were prepared by a board composed of the Secretary of State, the Attorney General and the Director of the Legislative Drafting Office.
