DECISION

This matter is before the Court pursuant to the parties' cross-motions for summary judgment filed in response to the plaintiffs' initial petition for declaratory judgment.1 Plaintiffs Carmel Absi, Richard W. Frank, Carol McCloskey, Joseph Moreno, and Timothy M. Servant, who are all dentists and dental hygienists working for the Rhode Island Department of Corrections, ask this Court to declare that they are classified employees within the Merit System Act, R.I. Gen. Laws §§36-3-1 et seq., and 36-4-1 et seq., and that they are thereby entitled to all benefits currently afforded state…
